Submission Guidelines

As of May 2004, the Japan Institute of Invention and Innovation (hereinafter, "JIII") shall be embarking on the centennial of its establishment. Upon this commemorative occasion, we shall hold the International Exhibition for Young Inventors in August in Tokyo.

The Exhibition has been organized with the aim of contributing to the enrichment of creativity in youth by honoring and displaying highly commendable inventions by those from around the world. As we eagerly look forward to the exhibition of creative inventions and devices from a number of country and regions, we also wish to enthusiastically welcome the participation of the youth and their supervisors in this event, as well as the other centennial celebrations taking place at the time.

Below are the submission guidelines for those interested in participating in the International Exhibition for Young Inventors.

I. Outline of Events

A. Date and Location
The International Exhibition for Young Inventors will be held as a medium to present inventions and devices created by youth from countries and regions (hereinafter, "countries") around the world as follows:

(1) Date
Four days from Friday, August 27th to Monday, August 30th, 2004.

(2) Location
Tokyo International Forum Exhibition Hall
3-5-1 Marunouchi, Chiyoda-ku, Tokyo, Japan

(3) Exhibit
Within the exhibition hall, display booths will be allocated for each country to exhibit selected inventions and devices as well as related materials.


B. Concurrent Events
The International Exhibition for Young Inventors will be held as part of the Future Creation Fair and the following events will take place concurrently in the same exhibition hall.

(1) The International Symposium for Promoting Creativity in Youth
i) The International Symposium for Promoting Creativity in Youth shall be organized for persons involved in promoting inventions and/or developing technologies.

ii) Events relating to science and technology shall be held with the active participation of youth.

(2) Emerging Technology Fair
A fair presenting exhibitions from enterprises to introduce emerging technology in each industrial field.



II. Requirements for Applicants Wishing to Submit Inventions and/or Devices.

A.
Age
(1) The applicant should be from 6 up to 19 years of age.

(2) Calculations shall be based on the age of the applicant as of January 1st, 2004, the year of the International Exhibition for Young Inventors.

B. Collective Inventions
Submissions invented collectively by up to and including three persons will be accepted. In such cases, all individuals must be within the above required age range.



III. Requirements for Submission of Inventions and/or Devices

A. Criteria for Inventions and/or Devices
(1) Each invention or device must be created by the youth

Note: The level of the each applicant's creativity is naturally expressed differently according to age. We welcome all submissions of inventions and devices rich in originality created by youth in a wide range of ages.

(2) Each invention or device to be submitted should meet the following criteria:

:Creativity and originality from a technical perspective.
:Apparent advantage or benefit.

Note: works of art such as poetry, short stories, artistic paintings and sculptures, as well as basic research reports and observation records shall not be accepted.

(3)Each invention or device must be the recipient of an honor or recommendation from an invention related organization in that country.

The above mentioned organization should be limited to one per country and be recognized by JIII as outstanding in promoting creativity in youth and/or encouraging inventions to be qualified to make arrangements for the exhibition of exemplary works.


B. The Display of Inventions and/or Devices
(1) The invention or device itself must be put on display, as a principle.

Note: Materials for inventions and devices may be chosen freely. However, we cannot accept objects constructed from material: easily breakable, likely to decay, dangerous, or living-animal or plant.

(2) In the case that an invention or device should be a computer program or any material that is not easily understandable in its basic form, the applicant should prepare a presentation that attendees can clearly understand. Examples of such presentations include models showing the invention's or device's purpose and function, an explanatory panel, or a VTR explaining the content.

(3) The submission itself should not exceed one meter in height, length, and depth or ten kilograms in weight.

Note 1: In the case an invention or device should exceed the size limits as outlined, it may be substituted with a displayable model that clearly expresses its purpose and function.

Note 2: If one wishes to submit a piece exceeding any of the maximums, the matter must be explained to and cleared by JIII beforehand.



IV. Participation of Youths and Their Supervisors

A. Objective
We welcome the participation of youth from each country and their supervisors in the exhibition as a means to further develop creative intellect in youth through exchanges among participants.

B. Eligibility for Participation
(1) Youth: Individuals who have created an invention or device selected for the exhibition.

(2) Supervisors: Members of each country's invention related organization and/or guardians of the youth.

Note: Within each party, there should be at least one supervisor capable of speaking English or Japanese. In the case a participating organization should arrange for a translator, the prior condition does not apply.


C. Events Taking Place While in Japan

(1) Events Related to the International Exhibition for Young Inventors
i) Opening Ceremony

ii) Commendation Ceremony

iii) International Youth Exchange

iv) Welcome Reception

v) Individual Exhibit Introductions

(2) Events Related to the Future Creation Fair
i) An International Symposium for Promoting Creativity in Youth

ii) Events related to science and technology with the active participation of youth.

(3) After JIII has received the formal application for participatory attendance at the events, we shall notify each party individually of details including dates.



V. Applications

A. Parties to Submit Applications
(1) Applications must be submitted by an organization involved in invention related activities (see III. A.(2) above).

(2) Applications sent directly by youth shall not be accepted.

B. Prior Enrollment (articulate intent to formally submit applications)
(1) Invention related organizations formally intending to take part in the exhibition must enroll by filling out form 1(attached, also available from JIII's webpage) and gain the approval of JIII.

(2) Applications must be completed in English or Japanese.

(3)Each country may submit up to ten inventions and/or devices.

(4) The deadline for prior enrollment has been set for the last day of May, 2003. (In the case any existing circumstances should effectively complicate on-time submission of the application, the organization should contact JIII to explain these conditions and gain approval for extension.)

(5) Application forms should be submitted by E-mail or Fax (or by post, if necessary).

C. Formal Application
(1) Organizations that submitted prior enrollment and gained the approval of JIII should complete form series 2 (attached, also available from JIII's webpage) to gain final approval.

(2) Applications must be completed in English or Japanese.

(3) Number of Permitted Submissions

i) Each country may submit up to ten inventions and/or devices.

ii) Based on the recommendations of each country's organization, the submissions selected by that country shall be individually commended (see VII. B.). For this reason, when an organization submits its application, it must designate candidates for special awards. The number of candidates for special awards cannot exceed half of the total number of submissions.

(4) Submission Application Deadline

i) Formal applications for submissions will be accepted from the time prior enrollment has been approved by JIII.

ii) Formal applications will be accepted up through the end of February, 2004.

iii) In the case any existing circumstances should effectively complicate on-time submission of the application, (ex. similar exhibition held in an inventor's home country near the deadline) the organization should contact JIII to explain these conditions and gain approval for extension.

(5) Application forms should be submitted by E-mail or Fax (or by Post, if necessary).



VI. Delivery of Exhibition Items

A. Sending Exhibition Items to Japan
(1) After applying and gaining final approval for submission to the exhibition, each country's organization should collect and send all exhibition items to the location designated at a later date by JIII.

Note: JIII will not accept items sent directly by the creator of the invention or device.

(2) All exhibition items sent must be prepared and packaged so that they are not damaged or destroyed during delivery.

(3) Acceptance Dates for Delivered Items

i) All exhibition items should arrive at the designated location between March 1st and June 30th, 2004. JIII will individually arrange with each country's organization the appropriate dates.

ii) In the case that a similar exhibition will take place in an inventor's home country, or other circumstances should make punctual delivery difficult, the organization should contact JIII to explain the conditions and gain approval.

B. The Return of Exhibition Items
Organizations should notify JIII beforehand of exhibition items they wish to have returned. In such cases, all items designated shall be returned to the organization.

C. Points to Consider Relating to the Delivery of Exhibition Items
The best of care shall be provided for each exhibition item. However, should, due to an accident or other unavoidable circumstances, an item be damaged or lost during delivery, display, or storage, JIII cannot provide compensation.



VII. Commendations

A. The Commendation Ceremony
On the first day of the exhibition (August 27th, 2004), a commendation ceremony shall be held for selected inventions and devices.

B. The Presentation of Special Awards
(1) A special award shall be presented to outstanding inventions and devices from among each country's submissions.

(2) Recipients of the special awards shall be selected based on recommendations by each country's organizations to afford proper respect for conditions within the country each piece was created.

C. The Presentation of Participation Awards
All inventions and devices not receiving a Special Award shall be presented with a Participation Award.



VIII. Special Points of Consideration

A. JIII may offer assistance under certain conditions for shipment fees for the delivery of exhibition items, transportation and accommodation fees for participants traveling to Japan. Organizations interested should independently inquire with us regarding assistance.

B. Since inventions and devices selected for the exhibition will be displayed and released to a broad audience, creators wishing to obtain a patent or other industrial property right for their work should commence all necessary paperwork based on each country's laws and regulations, before engaging in the submission process.
